Expands confidentiality protections for educator evaluations to include teachers, principals, administrators, special services providers, and education support professionals under Colorado Revised Statutes 22-9-109.

Makes evaluation reports and all public records used in preparing evaluations confidential and accessible only to the evaluated educator, supervising officials, hearing officers, and courts of appeals reviewing board of education decisions.

Defines "educator" in statute 22-2-502 to clarify which school employees are covered by the confidentiality protections.

Takes effect 12:01 a.m. on the day following the expiration of the 90-day period after final adjournment of the general assembly, unless subject to a referendum petition filed within that period.
