Creates a 5-member Insurance and Registration Reform Task Force to study changes to Colorado's motor vehicle insurance and registration laws.

Task force members include representatives appointed by the Department of Revenue, Colorado State Patrol, Senate President (district attorneys), Senate Minority Leader (public representative), and House Speaker (motor vehicle insurance industry).

Task force must study: converting to no-fault insurance system; changing enforcement from peace officer/court system to administrative or mixed system; improving motorist insurance database usage; and enforcing registration primarily through administrative system.

Appointments must be made by September 1, 2024, with first meeting by September 15, 2024, and task force must meet at least monthly.

Task force must submit report with legislative recommendations to four legislative committees by January 3, 2025, and the section is repealed effective July 1, 2025.
