Prohibits common interest community associations from banning home-based businesses operated by unit owners or residents with the owner's permission.

Allows associations to adopt and enforce reasonable rules governing architectural control, parking, landscaping, noise, nuisance, and other operational matters related to home-based businesses.

Requires home-based businesses to comply with all applicable noise and nuisance ordinances or resolutions of the municipality or county where the community is located.

Defines "home-based business" as a business where the main office is located at, or business operations primarily occur at, a residential unit.

Takes effect 90 days after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed.
