• Modifies Colorado Revised Statutes 30-2-102 to reclassify counties within the state salary categorization system for locally elected county officers.

• Moves Fremont County from Category II-C to Category II-B (grouping it with Pitkin County) and repeals the separate Category II-C designation.

• Adds Elbert County to Category III-A and removes it from Category IV-A; moves Rio Grande County from Category IV-C to Category III-C.

• Moves Hinsdale County from Category V-B to Category V-A and changes Category V-B to include only Crowley County.

• Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition that would require voter approval at the November 2024 general election.
