SB24-147 Summary

• Exempts persons from obtaining local government permits when removing, discontinuing, or replacing telecommunications equipment identified on the federal "covered list" in compliance with federal law.

• Requires local governments to receive notice of the required removal, discontinuation, or replacement and that replacement equipment be functionally similar to the removed equipment.

• Defines "covered list" as telecommunications equipment or service posing a threat to national security, identified in 47 C.F.R. 1.50002 as of January 1, 2024, pursuant to the federal Secure and Trusted Communications Networks Act of 2019 and FCC Report and Order FCC 22-84 adopted November 11, 2022.

• Adds new section 29-27-405 to the Colorado Revised Statutes governing permitting requirements for covered list telecommunications equipment.
