Allows up to ten new residential or mixed-use developments to participate in precipitation harvesting pilot projects that collect water from rooftops and impermeable surfaces for nonpotable uses.

Permits pilot projects to evaluate integrated storm water detention and precipitation harvesting facility designs that serve both temporary detention/infiltration and water harvesting purposes.

Requires water captured for precipitation harvesting to be replaced according to existing requirements, and any non-harvested water must be managed and released back to the stream system in compliance with current storm water regulations.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, unless subject to a referendum petition requiring voter approval in November 2024.
