Requires all critical telecommunications infrastructure in Colorado to be constructed without equipment manufactured by federally banned entities, as defined by the FCC, Department of Commerce, CISA, and other federal agencies.

Mandates removal and replacement of prohibited telecommunications equipment currently in operation by compliance with the federal Secure and Trusted Communications Networks Act of 2019.

Telecommunications providers must register with the Division of Homeland Security and Emergency Management by January 15, 2025, and annually thereafter, paying a $50 initial registration fee.

Providers must certify annually that their critical infrastructure either uses no banned equipment or participates in the federal reimbursement program; limited to two status reports per year and no additional fees beyond the initial registration.

Creates the Secure Telecommunications Cash Fund in the state treasury to receive registration fees and support implementation of telecommunications security measures.
