Energy and carbon management commission must adopt rules by July 1, 2027, to cease issuing new oil and gas permits before January 1, 2030, with permit caps of 660 wells in 2028 and 330 wells in 2029.

Permits issued after July 1, 2024, must include a condition requiring drilling operations to commence by December 31, 2032, for each oil and gas well covered.

Expands "responsible party" definition to include prior owners or operators and allows current or prior owners/operators to be held jointly and severally liable for environmental mitigation costs.

Broadens mitigation requirements to cover adverse environmental impacts from any commission-regulated activity, not just oil and gas operations.

Office of Future of Work must present recommendations to the General Assembly in January 2028 regarding the adoption of new permitting rules.
