Requires insurance coverage for doula services in maternity benefits for large group health plans starting July 1, 2025, and for individual/small group plans after federal approval confirmed.

Establishes a perinatal health quality improvement program requiring hospitals providing nonemergent perinatal care to submit data on maternal and infant health outcomes and participate in at least one quality improvement initiative beginning December 15, 2025.

Creates a perinatal health quality improvement engagement program providing financial support to rural, frontier, and lower-acuity hospitals to help them participate in maternal and infant health quality improvement initiatives.

Mandates the Department of Health Care Policy and Financing contract with the perinatal quality collaborative to track implementation of recommendations to prevent maternal mortality and issue annual reports on clinical quality improvement efforts and hospital participation.

Requires coverage under the medical assistance program for over-the-counter choline dietary supplements for pregnant persons by July 1, 2025, subject to federal approval, and appropriates $1,328,652 to the prevention services division.
