Senate Bill 24-179 Summary

• Office of the State Architect must develop a floodplain management program by June 30, 2025, in coordination with the Colorado Water Conservation Board for state-owned land in counties or municipalities not participating in the federal National Flood Insurance Program or equivalent programs.

• The program ensures all development on affected state-owned land complies with minimum floodplain management criteria required by the National Flood Insurance Program and Colorado Water Conservation Board rules and regulations.

• Office of the State Architect may optionally apply the program to state-leased properties in counties or municipalities that do not participate in federal or equivalent flood insurance programs.

• $49,383 is appropriated from the general fund to the Department of Personnel for the Office of the State Architect for fiscal year 2024-25, based on an assumption of 0.8 additional FTE.

• The act takes effect 90 days after final adjournment of the General Assembly unless a referendum petition is filed, in which case voter approval is required.
