Senate Bill 24-184 Summary

• Establishes a congestion impact fee of up to $3 per day on short-term vehicle rentals in Colorado, effective January 1, 2025, to fund transit and rail infrastructure projects

• Creates dedicated funding for front range passenger rail service connecting Fort Collins, Denver, Pueblo, and Trinidad, with first phase (Denver to Fort Collins) required to begin service by January 1, 2029

• Directs Colorado Department of Transportation, Regional Transportation District, Front Range Passenger Rail District, and the Colorado Transportation Investment Office to develop joint implementation plans and conduct rail traffic modeling for intercity passenger rail scenarios

• Expands the Transportation Enterprise's authority to fund multimodal transit and rail projects, allowing congestion impact fee revenues to be used across the entire surface transportation infrastructure network

• Appropriates $42,399 to the Department of Revenue for system support and staffing to administer the new vehicle rental fee collection process
