Expands the definition of "state trooper" under Colorado law to include county coroners and deputy coroners elected, reelected, or appointed by local government employers on or after January 1, 2021.

Allows coroners and deputy coroners to qualify for Public Employees' Retirement Association (PERA) service retirement eligibility and benefits on the same basis as state troopers beginning January 1, 2025.

Applies only to coroners and deputy coroners hired after January 1, 2021, and does not affect those who were members, inactive members, or retirees on December 31, 2019.

Takes effect on the day following the 90-day period after final adjournment of the general assembly, subject to potential voter approval if a referendum petition is filed.
