Eliminates the budget stabilization factor for the 2024-25 budget year by increasing state appropriations for school funding to a minimum of $9,735,767,429 for all districts and institute charter schools.

Establishes district rural funding for small rural districts (fewer than 1,000 students) at $470.75 per pupil or $100,000 minimum, and large rural districts (1,000-6,500 students) at $177.80 per pupil or $100,000 minimum, with annual inflation adjustments beginning in 2025-26.

Sets the 2024-25 statewide base per pupil funding at $8,496.38, comprising $8,076.41 plus $419.97 for inflation.

Delays implementation of the new at-risk measure in the school funding formula from 2024-25 to 2025-26 budget year.

Appropriates $32,878,255 from the state education fund for districts' total program funding and related administration, plus $15,715,539 for mill levy override matching.
