Strengthens Colorado's lemon law by reducing the number of failed repair attempts from 4 to 3 for presumption of reasonable repair attempts, or to 2 attempts for safety-based nonconformities.

Extends the time period for reporting nonconformities from 1 year to 2 years or 24,000 miles (whichever occurs first) and reduces the out-of-service repair threshold from 30 to 24 business days.

Requires dealers selling lemon law buyback vehicles to either allow third-party inspections before purchase or provide a 7-day free-look period with full refund, less shipping costs.

Establishes "lemon law buyback" as a permanent vehicle title brand that must be disclosed to all future buyers and cannot be removed; applies January 1, 2027.

Appropriates $19,605 to the Colorado Department of Revenue for system updates and implementation, effective after the 90-day legislative period or upon voter approval if challenged by referendum.
