Makes any annexation under sections 31-12-106 or 31-12-107 invalid unless accompanied by a resolution or ordinance from the tribal council approving the annexation.

Applies to all lands within reservation exterior boundaries regardless of land status, ensuring uniform protection across all tribal property types.

Adds tribal sovereignty respect as an explicit legislative purpose alongside reducing jurisdictional complexities and ensuring municipal-tribal government cooperation.

Takes effect immediately upon passage for all annexations initiated on or after the effective date.
