Adds new provision to Colorado procurement code allowing procurement officials to select source selection methods different from those specified in statute if they determine a different method is more appropriate for the procurement

Procurement official discretion applies when considering time requirements, financial considerations, and market conditions in determining the best interest of the state

Applies to any state procurement that is not exempt from the procurement code

Takes effect 12:01 a.m. the day following the ninety-day period after final adjournment of the general assembly, unless subject to a referendum petition filed within that period
