• Modifies service-disabled veteran-owned small business verification requirements to reference the "appropriate United States agency" instead of specifically the Department of Veterans Affairs

• Adds "LOCAL" to the list of public procurement unit cooperative purchasing agreements eligible for priority consideration

• Takes effect 12:01 a.m. on the day following the expiration of the 90-day period after final adjournment of the general assembly, subject to referendum petition
