Creates the Electric Vehicle Enterprise within the Department of Labor and Employment to standardize electric vehicle charging protocols and establish minimum standards for charging equipment specifications

Establishes a five-member Board of Directors including the Directors of the Division of Oil and Public Safety and Colorado Energy Office, plus three industry representatives appointed by the Governor

Authorizes the enterprise to collect registration fees from electric vehicle charging station retailers beginning July 1, 2025, based on the number of stations and power supply devices operated

Creates the Electric Vehicle Enterprise Special Revenue Fund with initial transfers of $264,000 (July 1, 2024) and $160,000 (July 1, 2025) from the general fund as loans to be repaid by December 31, 2028, with interest

Amends fuel product definitions to include electricity when used to fuel electric vehicles, making it subject to existing fuel product regulations
