SB 24-212: Renewable Energy Projects Act

• Colorado must triple wind energy capacity and quintuple solar energy capacity by 2040 to meet state greenhouse gas emission reduction goals.

• Energy and Carbon Management Commission must provide technical support to local and tribal governments for developing renewable energy codes and reviewing project applications received after June 30, 2024.

• Division of Parks and Wildlife must provide best management practices to avoid, minimize, and mitigate wildlife impacts of renewable energy projects and maintain a publicly available list of high-priority habitats updated at least annually.

• Local governments cannot grant development permits for renewable energy facilities in the Brunot Area without first consulting with the Ute Mountain Ute Tribe and Southern Ute Indian Tribe regarding impacts to hunting, fishing, and gathering rights.

• Colorado Energy Office must complete by June 30, 2025 a repository of model codes and ordinances supporting renewable energy projects, and submit a report by September 30, 2025 evaluating local permitting processes and wildlife impacts; $307,991 and $95,490 appropriated to Department of Natural Resources for implementation.
