SB 24-214: Implementation of State Climate Goals

• Creates the Office of Sustainability within the Department of Personnel as a Type 2 entity to coordinate state agency climate and sustainability initiatives across operations, capital projects, and procurement.

• Establishes a State Agency Sustainability Revolving Fund with $400,000 annual transfers from the General Fund (starting July 1, 2024) to replace gas and diesel equipment in ozone nonattainment areas with electric alternatives and operate the office.

• Requires new building construction projects receiving state financial assistance to use Energy Star-certified appliances and equipment starting January 1, 2025, with limited waivers for cost or availability issues.

• Expands geothermal energy and heat pump tax credits and grant programs to include thermal energy networks, studies, and tribal governments; modifies definitions and eligibility criteria for various clean energy tax credits.

• Directs the Colorado Energy Office to study heat pump adoption standards for residential air conditioners and report findings by June 1, 2025; requires utilities to propose voluntary heat pump rates by August 1, 2027.
