Senate Bill 24-217 Summary

• Repeals and reenacts the law creating the Office of Administrative Services for Independent Agencies in the Judicial Department to provide centralized administrative and fiscal support services to independent judicial agencies.

• Establishes an advisory board composed of directors from included agencies (Child Protection Ombudsman, Independent Ethics Commission, Public Guardianship, Judicial Discipline Commission, Alternative Defense Counsel, Child's Representative, Respondent Parents' Counsel, Statewide Behavioral Health Court Liaison, and Judicial Discipline Ombudsman) to govern the office and hire a director by majority vote.

• Requires the office to provide budget, accounting, payroll, human resources, and information technology services to included agencies through a consolidated budget submission process and unified compensation schedule by June 30, 2025.

• Mandates the Judicial Department provide office space in the Ralph L. Carr Colorado Judicial Center and access to department systems without cost through December 31, 2025; beginning January 1, 2026, the office must pay for any additional costs to the Judicial Department.

• Requires the Office of Administrative Services to submit consolidated budget requests to the Joint Budget Committee and designates it as a state agency for budgeting purposes, while included agencies are not considered state agencies for budget submission.
