Creates the Colorado Roadside Improvement and Outdoor Recreational Industry Promotional Enterprise as a Type 1 government-owned business within the Department of Transportation to improve roadside conditions and promote Colorado's outdoor recreation industry.

Authorizes the enterprise to collect sign programs administrative and maintenance fees from participants in business and tourist-oriented directional sign programs, with fees based on fair market value of implementation costs, inflation, traffic counts, and population.

Empowers the enterprise to implement sign programs, modernize rest areas, maintain roadside, reduce homelessness in public rights-of-way, and administer an outdoor recreational industry promotional grant program (requiring at least 10% of annual fee revenue for grants).

Establishes the Colorado Roadside Improvement and Outdoor Recreational Industry Promotional Enterprise Fund to hold fee revenues and appropriates money continuously to the enterprise for operations and grant awards; allows loans from the Department of Transportation to cover initial startup expenses.

Requires the enterprise to maintain transparency through annual budgets, ten-year plans (first due June 1, 2025), public accountability dashboards, and annual reports to legislative committees; enterprise is subject to open meetings and open records laws.
