Requires permit applicants for vehicle and load combinations weighing 200,000 to 499,999 pounds to provide acceptable third-party documentation of gross weight, such as manufacturer certification, certified weight tickets, law enforcement clearance certification, or third-party bills of lading.

Drivers must carry the weight documentation in the vehicle during permitted moves and produce it upon request by state agencies or law enforcement.

Imposes a penalty of one dollar per pound in excess of the gross weight authorized by the permit for carriers that fail to have required documentation, with penalties transferred to the Statewide Bridge and Tunnel Enterprise Special Revenue Fund.

Creates new emergency permitting authority allowing the Colorado Department of Transportation to expeditiously issue single-use permits during temporary circumstances involving public safety threats, critical infrastructure failures, food/water/fuel shortages, or threats to agriculture operations.

Emergency permit procedures require reasonable attempts to contact and obtain approval from local authorities and the Colorado State Patrol Chief if law enforcement escorts are needed, with the Department collecting and remitting local fees to appropriate authorities.
