Expands the College Kickstarter Account program to include children adopted into Colorado, not just those born in the state, as eligible for seed funding.

Changes the account sponsor definition starting January 1, 2025 to allow any individual who provides birth certificate or adoption documentation to claim kickstarter funding, rather than only parents.

Extends the timeframe for claiming kickstarter funding from five years to eight years after a child's birth or adoption.

Modifies the base amount to include annually inflation-adjusted dollars starting January 1, 2021, and allows interest accrued on the base amount to be claimed as part of kickstarter funding.

Restructures the advisory board to include representatives from multiple state departments and external experts in marketing and customer experience design, with mandatory quarterly meetings.
