Submits a constitutional amendment to Colorado voters at the November 5, 2024 election allowing the legislature to pass retrospective laws permitting victims of childhood sexual abuse to bring civil claims regardless of when the abuse occurred.

Amends Section 11 of Article II of the Colorado Constitution to create an exception to the prohibition on retrospective laws specifically for child sexual abuse civil claims.

Permits the general assembly to waive governmental immunity through retrospective legislation for child sexual abuse civil claims.

Requires a majority vote of electors on the ballot measure for the amendment to become part of the state constitution.

Ballot language asks: "Shall there be an amendment to the Colorado constitution allowing Colorado lawmakers to pass laws that permit victims of childhood sexual abuse to bring a civil claim for the sexual abuse regardless of when the sexual abuse occurred?"
