Hugh C. Fowler, former Colorado State Senator, died on October 25, 2023, and this memorial honors his life and service.

Senator Fowler represented Arapahoe County from 1969 to 1980 and chaired the Senate Education Committee for eight years, advocating for education reform including voucher systems and higher teacher salaries.

Notable legislative achievements include saving the 65-mile Cumbres & Toltec Scenic Railroad from extinction and sponsoring a bill prohibiting smoking in public places.

Prior to his Senate service, Fowler served in the U.S. Navy from 1945 to 1954 after being commissioned as an ensign from Navy ROTC at the University of Colorado Boulder.
