CO HCR1001

Submits a constitutional amendment to Colorado voters at the November 5, 2024 general election requiring statewide voter initiatives that affect local government property tax revenue to be approved by voters in each impacted local government before applying to that jurisdiction.

Defines "local government" to include counties, municipalities, cities and counties, special districts, school districts, and other taxing jurisdictions authorized to impose ad valorem property taxes.

Applies to any statewide initiative that affects or limits property tax revenue or spending of property tax revenue of a local government.

Amendment becomes part of the Colorado Constitution if approved by a majority of voters on the November 2024 ballot, except as otherwise provided in section 1-40-123, Colorado Revised Statutes.
