Transit agencies must establish emergency communication plans for paratransit services by January 1, 2026, in coordination with local emergency services providers

Communication plans must include rider counts, number of drivers, and number of vehicles available for paratransit during emergencies

Emergencies covered include fires, hazardous materials incidents, natural disasters (earthquakes, wildfires, floods, severe weather), and incidents determined to be emergencies by public safety entities

Transit agencies and emergency services entities must submit implementation reports to the Transportation Legislation Review Committee by September 1, 2026

The reporting requirement sunsets on July 1, 2027
