Expands the definition of "disaster" to include market disruptions, trade disruptions, or atypical disruptions affecting production, distribution, or consumption of products or services

Establishes a 10% price increase threshold for price gouging when the Governor declares a disaster emergency that specifically cites the new provision

Price gouging is measured against the seller's pre-disaster price, or if the seller is new to the market, against a similarly situated seller's pre-disaster price

Provides a defense for sellers who can prove price increases are directly attributable to seasonal pricing

Takes effect 90 days after legislative adjournment, subject to potential referendum in November 2026
