Extends the deadline for well construction after receiving a conditional permit from one year to two years, and eliminates the one-year extension provision previously available for good cause

Increases the timeframe for filing objections to published notices from 30 days to 35 days, and extends the deadline to file notice of commencement of beneficial use from 30 days to 35 days after first use

Allows the commission or state engineer to reinstate expired conditional permits or well permits upon receiving satisfactory evidence that the well was constructed within the two-year deadline, with a $30 filing fee

Replaces specific references to the Dawson, Denver, Arapahoe, and Laramie-Fox Hills aquifers with the broader term "bedrock aquifer" throughout the groundwater statutes

Staggers the decennial abandonment list process by water division, with Water Divisions 1, 2, and 3 due by July 1, 2030, and Water Divisions 4, 5, 6, and 7 due by July 1, 2035, then every tenth anniversary thereafter
