Removes the requirement that applicants be present in Colorado when filing for vocational rehabilitation services and eliminates the department's investigation to determine if applicants can "satisfactorily achieve rehabilitation"

Eliminates financial need testing as the default requirement for vocational rehabilitation services; services must now be provided without consideration of financial need

Allows the Department of Labor and Employment to implement financial need testing only during periods of cost containment to prevent or manage wait lists due to insufficient funding, with required public engagement before implementation

Removes the requirement that persons with disabilities or their financially responsible relatives contribute toward service costs based on ability to pay

Persons receiving Social Security benefits under Title II or Title XVI remain exempt from contributing to service costs
