Expands distribution of Colorado's essential materials stockpile (PPE, ventilators, etc.) beyond declared disaster emergencies to any circumstance where the director determines there is a need or public health benefit

Adds nonprofit organizations, faith-based organizations, and tribal governments with jurisdiction in Colorado to the list of eligible recipients for stockpile distributions

Allows distribution of essential materials before their useful life ends during non-emergency times to prevent waste and still protect public health

Permits the director's designee (not just the director) to make determinations about essential materials and distribution needs

Requires annual reporting to the legislature beginning January 2027 on all stockpile acquisitions and distributions, including dates, quantities, recipients, costs, and reasons
