Expands Colorado's Address Confidentiality Program to require private entities (not just government agencies) to use a program participant's substitute address upon request, protecting victims of domestic violence, sexual offenses, human trafficking, stalking, and protected health-care workers

Narrows the definition of "actual address" to residential addresses only, removing work and school addresses from the protected category, while allowing participants to apply using either a telephone number or email address instead of requiring both

Creates a new process allowing program participants to shield real property records from public inspection by submitting a Real Property ACP Notice to state or local government agencies

Increases the court surcharge funding the program from $28 to $33 effective July 1, 2025, and expands the surcharge to include convictions for sexual assault and municipal ordinance violations for domestic violence, stalking, sexual assault, and human trafficking

Permits criminal justice officials or agencies approved for expedited disclosure to share a participant's actual address with law enforcement for conducting welfare checks
