Expands municipal authority over lands acquired outside city limits to include "open space and natural areas" in addition to parks, parkways, boulevards, and roads

Clarifies that cities have full police power and jurisdiction over acquired lands whether or not they are open or closed to the public

Excludes lands within the exterior boundaries of an Indian reservation from municipal authority

Extends billboard and advertisement regulation authority (within 300 feet) to open space and natural areas outside municipal limits

Amends Colorado Revised Statutes section 31-25-216 and includes a safety clause for immediate effect
