Creates the Colorado Interagency Council on Homelessness within the governor's office, comprising directors from 8 state agencies (including Local Affairs, Education, Corrections, Health Care Policy, and Human Services), required to meet monthly and submit annual reports by January 26

Establishes an 11-member advisory council appointed by the governor, including representatives with lived homelessness experience, nonprofit directors, faith-based leaders, continuum of care representatives, and housing navigators to provide recommendations on homelessness prevention

Requires the Office of Homeless Initiatives to convene Colorado's four continuum of care organizations (Metro Denver, Balance of State, Northern Colorado, Pikes Peak) at least every 4 months to improve Homeless Management Information System implementation and OneHome coordinated entry

Creates a new special district type called "regional homelessness response districts" that counties and municipalities can form to reduce homelessness, with authority to levy sales/use taxes and property taxes upon voter approval

Allows county clerks and recorders to designate documentary filing fees from real property transactions for transfer to housing agencies to develop, preserve, or acquire affordable housing for homeless individuals
