Adds managed care entities (as defined in Section 25.5-5-802) to the list of agencies that may enter into memorandums of understanding for collaborative management of services for children and families

Removes designated managed service organizations for alcohol and drug abuse treatment from the required MOU participants

Grants courts with jurisdiction over a case access to current service and support plans created by individualized service and support teams

Clarifies that records created by individualized service and support teams may be released pursuant to existing state law

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
