Colorado Department of Higher Education must develop a free, publicly accessible online platform to help students understand which credits, courses, work experiences, and prior learning are transferable between state institutions

Institutions may submit transfer credit records beginning with fall 2023 data by January 1, 2026, including policies on work-based learning and industry-recognized credentials that qualify for academic credit

Platform must include transferability information for guaranteed transfer pathway courses, statewide articulation agreements, reverse transfer courses, and cut-off scores for AP, IB, CLEP, and DSST exams

Private institutions may voluntarily participate; information on the platform does not guarantee admission to any institution

Creates the Postsecondary Transfer Credit Platform Cash Fund to receive gifts, grants, and donations for platform development and maintenance
