Establishes a 7-member Workforce Advisory Council by August 1, 2025, to advise the Department of Public Health and Environment on how air quality control rules impact employment, including job loss/gain, worker displacement, and business expansion or downsizing

Council members include representatives from labor organizations, regulated industries, construction, apprenticeship programs, and the Office of Future of Work, with initial terms of 2-3 years

Requires the council to meet at least 4 times between August and December 2025 to develop recommendations for incorporating workforce impact analyses into air quality rule-making procedures

Department must report council recommendations to the General Assembly by January 15, 2026, including whether a full-time workforce advocate position should be created

After the initial report, the council continues meeting at least 4 times annually to advise on proposed rules' employment impacts and make ongoing recommendations to the governor, department, and Air Quality Control Commission
