Counties, cities, and municipalities may impose additional motor vehicle registration fees on passenger cars and light trucks starting January 1, 2026, to fund safety improvements for pedestrians, bicyclists, and other vulnerable road users

Fees are structured by vehicle weight, with heavier vehicles paying more; light trucks pay higher fees than passenger cars in the same weight class, and local governments may optionally charge more for less fuel-efficient vehicles

Maximum fees range from $0 for vehicles under 3,500 pounds to $34.90 for passenger cars and $52.30 for light trucks weighing 9,500+ pounds, with annual inflation adjustments

Revenue must be deposited in dedicated funds and spent exclusively on vulnerable road user protection strategies including sidewalks, bike lanes, pedestrian crossings, traffic calming, transit improvements, and other Federal Highway Administration-approved safety countermeasures

Local governments may reduce or waive fees for vehicle owners demonstrating economic hardship and must consider transportation equity when allocating funds
