Establishes "deemed approved" status for wireless facility applications if local governments do not approve or reject within 90 days (or 150 days for new non-collocation/non-small cell facilities)

Allows local governments to toll review periods for up to 45 days when competing land use applications for housing, renewable energy, or government projects require attention

Requires local governments to notify applicants within 30 days if an application is incomplete, with specific identification of missing documents and the regulations requiring them

Eliminates permit requirements for modifications, removals, or replacements of wireless facility equipment that do not constitute a "substantial change" as defined by federal law

Takes effect January 1, 2026, and applies to applications filed on or after that date
