Creates statewide standards for electronic fence detection systems used to protect critical infrastructure like cell phone towers, electric substations, and commercial construction sites from theft and vandalism, particularly copper wire theft

Requires systems to meet International Electrotechnical Commission Standard 60335-2-76, be powered by 12-volt batteries, located behind a nonelectric perimeter fence at least 5 feet high, and marked with warning signs at 30-foot intervals

Prohibits installation on property designated exclusively for residential use; systems must be at least 10 feet tall or 2 feet taller than the perimeter fence

Allows local governments to regulate these systems through existing alarm system permit processes but prohibits requiring additional permits beyond what other alarm systems need

Takes effect 90 days after legislative adjournment, subject to potential referendum in November 2026
