Creates a Colorado Eagles special license plate available beginning January 1, 2026, for motorcycles, passenger cars, trucks, and recreational vehicles under 16,000 pounds empty weight

Requires applicants to make a donation to Colorado Eagles Charities, Inc. (a nonprofit organization) and obtain a certificate confirming the donation to qualify for the plate

Charges two one-time $25 fees in addition to standard license plate fees: one fee goes to the Highway Users Tax Fund and the other to the Colorado DRIVES vehicle services account

Allows applicants to request personalized Colorado Eagles plates for an additional fee and transfer existing personalized plate combinations to the new special plates
