Creates a public online forum on the General Assembly website where legislators can publish draft bill titles and texts they are considering introducing in the upcoming session, starting July 1, 2028

Members may submit up to 3 versions of each bill title or draft, with publication or removal allowed only at 90, 60, or 30 days before the legislative session begins

Requires all published drafts to include a disclaimer stating the bill may or may not be introduced and is subject to change at the prime sponsor's discretion

All posted bill titles and drafts must be removed from the website the day before the legislative session begins

Legislative Council staff must begin implementation upon passage so the system is operational by July 1, 2028
