Amends requirements for electroconvulsive treatment (ECT) on minors ages 16-17, requiring approval from two Colorado-licensed psychiatrists plus consent from a parent, legal custodian, or legal guardian

Adds new requirement that for minors 15 and younger, one of the two approving psychiatrists must specialize in child and adolescent psychiatry

Removes the requirement that ECT on minors 15 and younger be limited to treating life-threatening malignant catatonia, while retaining the requirement that other less-invasive treatments must have failed first

Expands who may consent to ECT for minors to include legal custodians, in addition to parents and legal guardians

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
