Modifies distribution of four state funds beginning July 1, 2025: the marijuana tax cash fund, public school capital construction assistance fund, peace officer training and support fund, and affordable housing financing fund

Requires 50% of each fund to be distributed equally among Colorado's 64 counties and 2 federally recognized tribal governments

Requires the remaining 50% to be distributed proportionally based on population of each county and tribal government

Redirects these funds exclusively to local governments rather than their current statutory purposes

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
