Authorizes the Motor Vehicle Investigations Unit to cancel, deny, or deny reissuance of official documents when applicants provide false information, commit fraud, or misuse documents, with affected persons entitled to request a hearing

Establishes a framework for mobile identification documents (digital driver's licenses/IDs) effective January 1, 2026, requiring compliance with department-adopted standards and allowing acceptance for age/identity verification in Colorado

Adds advanced practice registered nurses to the list of medical professionals who may provide written opinions on whether a driver or applicant can safely operate a motor vehicle

Repeals two specialty license plate categories (North American Aerospace Defense Command commemorative plate and Navy SEALs plate) and eliminates the registration fee exemption for vehicles owned by foreign governments or their official representatives
