Removes the plumber licensure requirement for individuals who inspect, test, or repair backflow prevention devices, while maintaining licensure requirements for installation or removal of such devices

Creates an exemption allowing unlicensed individuals to install or replace backflow prevention devices on stand-alone fire suppression systems

Requires licensed plumbers servicing backflow prevention devices to affix a tag starting July 1, 2025, displaying business name and contact information, contractor registration or master plumber license number, service date, and service description

Allows certified cross-connection control technicians (holding ASSE or ABPA certification) to test or repair backflow prevention devices and requires them to tag devices with their certification number and business information

Explicitly states the Department of Public Health and Environment is not required to perform inspections or enforce these provisions
