Removes the prohibition on elected or appointed state, county, or city officials serving on public hospital boards of trustees

Eliminates the requirement for boards to organize on the second Tuesday of each January, replacing it with annual organization

Removes the mandate for a trustee to visit and examine the hospital at least twice monthly

Changes the deadline for certifying annual budget needs to county commissioners from October 1 to December 1

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed
