Political subdivisions and ambulance services may voluntarily submit their emergency ambulance service rates annually to the Division of Insurance, which will publish them on a public website

Insurance carriers must reimburse out-of-network emergency ambulance services at either the locally submitted rates or the lesser of billed charges or 325% of Medicare reimbursement rates if no local rates are submitted

Out-of-network ambulance services are prohibited from balance billing patients beyond their coinsurance, deductible, or copayment amounts

Rates exceeding 325% of Medicare must be justified by third-party cost analysis and must be reasonable, legislatively adopted, and uniformly charged regardless of patient insurance status

Appropriates $38,149 from the Division of Insurance cash fund for FY 2025-26 to implement the act, including 0.4 FTE for personal services
