County clerks and recorders may authorize a team of two bipartisan election judges to verify mail ballot signatures, rather than requiring a single election judge to conduct the initial review

When a bipartisan team finds signatures do not match, only one additional election judge (of any party affiliation) is required to review, compared to two additional judges of different parties when a single judge makes the initial determination

If election judges disagree on whether signatures match, the signatures are deemed to match and the ballot proceeds to counting

Secretary of State is authorized to adopt rules establishing procedures for using bipartisan teams of judges in mail ballot signature verification

Act takes effect 90 days after legislative adjournment, unless a referendum petition is filed, in which case it would require voter approval at the November 2026 general election
